How a rural water scheme actually gets planned

Jal Jeevan Mission (JJM), run by the Ministry of Jal Shakti's Department of Drinking Water and Sanitation, plans piped water supply through two scheme types: a Single Village Scheme (SVS) — one local source, storage, and distribution network serving one village — or a Multi Village Scheme (MVS), a shared source and trunk network feeding several villages at once. Neither is approved without going through a fixed chain: a village's Water and Sanitation Committee identifies the need, the District Water and Sanitation Mission (DWSM) vets it, and the State Level Scheme Sanctioning Committee (SLSSC) gives the actual cost approval. A second live report, "Format B15," tracks the same universe from a completion-status angle instead: 6,41,995 total schemes, ₹8,29,181 crore total estimated cost, and ₹4,17,190 crore spent since JJM's FY2019-20 launch. "Not yet started" is nearly zero everywhere

Of the 5,32,205 schemes counted as "upcoming" nationally, only 3,445 — 0.6% — are still pre-construction, i.e. sanctioned with no work order issued. Almost the entire upcoming pipeline (5,28,760 schemes) is already "Ongoing." Two states hold most of the genuine not-yet-started backlog: Rajasthan (969) and Assam (2,382); everywhere else, the figure is 0, 1, or 2 schemes.

Read the low "completed" numbers carefully

Several large states show startlingly low completed-scheme counts against their total: Uttar Pradesh (419 of 40,955, ~1%), Chhattisgarh (122 of 32,239, 0.4%), Kerala (43 of 1,730, 2.5%), Jharkhand (2,306 of 97,535, 2.4%). Read against the national household tap-connection rate of 81.6% (15.79 crore of 19.36 crore rural households, per a February 2026 Lok Sabha answer), these look contradictory — they aren't. "Scheme completed" in this dataset is a strict administrative and financial closure status: physical completion date, financial completion date, and the associated audit trail all have to be in place. A household can receive a working tap connection well before its parent scheme clears that full closure paperwork. The low completed-scheme counts do not mean most rural households lack water; they mean most schemes' financial books aren't formally closed yet, a normal, expected lag in an infrastructure programme moving this fast.

What this data can't tell you: how many storage tanks

None of this — not PM3, not B15's district or scheme-level views — breaks a scheme down into physical components with a count. There is no national "number of overhead tanks" figure published anywhere in JJM's open reporting.
