The pattern in one line: the National Beekeeping & Honey Mission has genuinely built export-grade infrastructure and pushed India to the world's No. 2 honey exporter — but the purity test that infrastructure depends on for credibility remains optional for the honey Indians actually buy in shops, four years after the scandal that made the test necessary in the first place.

1. What the National Beekeeping & Honey Mission actually is

The National Beekeeping & Honey Mission (NBHM) is a Central Sector Scheme — entirely centrally funded, no state matching share — launched under the Atmanirbhar Bharat banner with a total outlay of ₹500 crore for FY2020-21 to FY2022-23, since extended for a further three years (FY2023-24 to FY2025-26) using ₹370 crore carried forward as unspent balance from that same original allocation, not a fresh tranche of funding. 2. The export number the scheme is actually judged on

India produced roughly 1.4 lakh metric tonnes of natural honey in calendar 2024 (the January–December year) and, in the separate FY2023-24 fiscal year (April 2023–March 2024, a different 12-month window that does not align with calendar 2024), exported around 1.07 lakh MT, worth USD 177.55 million — up sharply from 59,999 MT worth USD 96.77 million in FY2020-21. That growth moved India from the world's ninth-largest honey exporter in 2020 to second-largest, after China, per APEDA and CRISIL's joint July 2025 dashboard. 3. The problem the export success story doesn't mention

In December 2020, the Centre for Science and Environment (CSE), a not-for-profit public-interest research body, published an investigation that tested 13 major Indian honey brands — among them Dabur, Patanjali, Baidyanath, Zandu and Hitkari — using Nuclear Magnetic Resonance (NMR) spectroscopy, the internationally accepted molecular-level purity test. Ten of the thirteen failed. CSE traced the adulteration to Chinese suppliers openly advertising fructose syrup engineered specifically to defeat the tests Indian regulations actually require, which check only for C4 sugar (cane) and C3 sugar (rice) markers — not the syrup CSE says Chinese exporters told them could pass "even if 50-80% of the honey is adulterated." 4. Why the scheme pushes one bee species over another

NBHM's training and colony-subsidy programmes lean toward Apis mellifera, the European honeybee, over Apis cerana, the Indian hive bee traditionally kept in hilly regions — and a Punjab-conditions comparative study backs that choice with real numbers. Apis mellifera colonies produced an average 25 kg of honey per colony per year against Apis cerana's 6.5 kg — nearly four times more — with almost double the pollen-carrying capacity per forager (22.2 mg vs 10.5 mg) and nearly triple the queen's daily egg-laying rate (900 vs 310). The practical difference that matters most to a beekeeper's livelihood may be resilience: during the dearth period, 45% of observed Apis cerana colonies absconded entirely and 21% more deteriorated, against 0% absconding and just 2% deterioration for Apis mellifera. The tradeoff is temperament — Apis cerana colonies produced roughly three times more stings per disturbance in the same study — which is one reason migratory beekeeping (moving hives to follow flowering seasons) needs formal transport and border-crossing arrangements the scheme's Mini Mission infrastructure is meant to support.

A 2026 survey of 52 active migratory beekeepers in Mansa district, Punjab, published in the Indian Journal of Entomology, quantifies the gap between NBHM's ambitions and daily practice. India has the agro-climatic potential to support an estimated 120 million bee colonies, capable of producing over 1.2 million tonnes of honey and 15,000 tonnes of beeswax while employing over 6 million rural and tribal families, according to research cited in the same journal. In Kupwara, Jammu & Kashmir, the government subsidised 2,000 Apis mellifera colonies for new beekeepers at 40% and built a ₹25 lakh Honey Processing and Bottling Plant at Gulgam (2-quintal daily capacity), branding the output "Kupwara Honey." One local beekeeper, Zakir Hussain Bhat, grew from five colonies to over 200, producing 200 quintals annually; across the district, more than 500 farmers now produce roughly 480 quintals of organic honey a year, generating about ₹3 crore in turnover, with a GI tag application for "Kupwara Organic Honey" underway.
