The CBG Incentive Stack — Every Leg of a Biogas Plant De-risked

The full incentive stack for compressed biogas under GOBARdhan and SATAT: assured offtake, capex support, fertiliser-side revenue and the FCO gazette moves that enable it — from the official 70-circular register.

1. Assured offtake & pricing (the revenue floor)

  • SATAT procurement price (MoPNG, 20-May-2022 + 15-May-2025 revision): OMCs guarantee CBG offtake at an assured ex-plant price (₹54/kg basis in the model, excl. 5% GST), with long-term agreements; the May-2025 circular revised the methodology and linked pricing under the synchronization scheme.
  • CBG–CGD Synchronization Scheme (Apr-2021, extended Oct-2023 and Mar-2026): CBG is injected/co-mingled directly into city-gas networks and treated as fungible with natural gas — the plant sells into the grid rather than trucking to a pump.
  • CBG Blending Obligation (CBO) (MoPNG, 27-Feb-2024): mandatory blending in CNG(T)/PNG(D) — 1% FY25-26 rising toward 5% by FY28-29. This is demand assurance by decree; the analysis shows even 5% moves the CNG pump price only ~₹0.59/kg.

2. Capital subsidy & viability funding

  • MNRE Waste-to-Energy / National Bioenergy Programme (Nov-2022, revised Jun-2025, supplementary budget Sep-2025): central financial assistance per unit of CBG capacity, capped per project.
  • SBM 2.0 Viability Gap Funding for bio-methanation (MoHUA, revised cost norms 12-Nov-2025): VGF for municipal-waste CBG plants.
  • SASCI — Special Assistance to States for Capital Investment 2026-27 (DoF Mar-2026 + MoPNG May-2026 guidelines): capital assistance to states tied to CBG-sector reforms — the newest money on the page.
  • GOBARdhan (SBM-Grameen) umbrella: district-level support for community/cluster biogas plants.

3. Infrastructure & feedstock support

  • Development of Pipeline Infrastructure (DPI) scheme (MoPNG, Mar/Jun-2024, amended Jan-2025, revised Aug-2025, extended Feb-2026): funds the connecting pipeline from plant to CGD grid — the offtake bottleneck.
  • Biomass Aggregation Machinery (BAM) scheme (Feb-2024, revised Jul-2025): assistance for paddy-straw/biomass collection machinery.
  • Crop Residue Management guidelines (DA&FW, 2023/2024): channels parali (stubble) to CBG plants as feedstock.

4. The fertiliser leg (digestate = second revenue stream)

This is the deepest circular trail — 15+ of the 70 circulars:

  • FCO amendments: FOM recognised Jul-2020, LFOM May-2021, spec relaxations 2023 (moisture, C:N, authorization exemption), culminating in the "Organic Carbon Enhancer" Schedule VIII category (17-Feb-2025 + 27-Mar-2025 specs — gazette CG-DL-E-29032025-262118: defined on organic carbon 12–14% + heavy metals only, no NPK/C:N/sieve requirement — built so CBG digestate can actually pass).
  • Bulk Sale Notifications I–VII (Nov-2023 → Feb-2026): named plants may sell FOM/LFOM in bulk directly to farmers for 3 years, bypassing fertiliser-dealer licensing.
  • Market Development Assistance (MDA) (DoF, Sep-2023 guidelines + SOPs/iFMS/DBT machinery through 2024-25): ~₹1,500/tonne support on FOM/LFOM/PROM sold — a per-tonne subsidy on the digestate.
  • ICAR Package of Practice (Jul-2024): official agronomic guidance legitimising FOM use on crops.

5. Finance access

  • Priority Sector Lending (RBI, Sep-2020): CBG plants qualify — cheaper, mandated bank credit.
  • Agriculture Infrastructure Fund (Oct-2020/Jan-2023): interest subvention + credit guarantee eligibility.
  • AHIDF (DAHD, Apr-2022): dung-based plants eligible under the animal-husbandry fund.
  • NCDC coop route: exists but — per the supply analysis — is 96.5% working capital in practice.

6. Tax & carbon

  • 5% GST on CBG (vs full excise+VAT on liquid fuels).
  • Central excise exemption on CBG-blended CNG (Feb-2023 budget): the blended portion isn't taxed twice.
  • Carbon-credit eligibility (MoEFCC, 20-Feb-2023): CBG plants can monetise credits under the Paris-Agreement framework — a third revenue leg.

7. Regulatory easing & standards

  • CPCB re-categorisation (2021, Feb/Mar-2025): friendlier pollution-control classification for CBG plants.
  • IS 16087:2025 (Aug-2025 revision): the Bio-CNG quality standard that makes CBG legally fungible with CNG — the technical basis of "energy parity per kg".
  • MoRTH notification (Jun-2015): bio-CNG authorised as an automotive fuel — the foundational circular.

8. State policies layered on top

UP Bio-Energy Policy 2022, Bihar 2023 (+2025 amendment), Rajasthan & AP Integrated Clean Energy 2024, Assam 2025, MP biofuel scheme Apr-2025, and the newest — Chhattisgarh CBG Policy, 8-Jul-2026 — typically adding capital subsidy top-ups, land, stamp-duty and electricity-duty waivers. MoPNG's Model State CBG Policy (Apr-2026) now gives states a template.

The pattern worth noting: the stack de-risks every leg of the CBG business model — feedstock (BAM/CRM), capex (MNRE/VGF/SASCI), debt (PSL/AIF/AHIDF), gas revenue (SATAT floor + CBO mandated demand + DPI evacuation), digestate revenue (FCO Schedule VIII + bulk sale + MDA), and carbon revenue — and it's all on-budget and ex-plant, the exact contrast with ethanol's hidden consumer-side funding. The circular cadence also shows acceleration: roughly half the register is dated 2025-26.
